2023 Release of FBI Uniform Crime Reports for Oregon

On March 18, 2024, the FBI released the Preliminary Uniform Crime Report (UCR) for January through
December 2023, which includes crime data reported to law enforcement agencies for US cities with a
population of over 100,000 individuals.

This preliminary report provides counts of violent and property
index crimes for the included cities.

Calculations of the volume and rate of violent and property index
crimes at the state and national level are not contained in this release but will be included in the annual
FBI Crime in the United States report, which is normally released in the Fall of each year.
Oregon Cities’ Preliminary 2023 Crime Data
The Preliminary UCR includes violent and property index crime data reported to law enforcement
agencies from January through December 2023. Table 1 compares these 2022 and 2023 crime counts for
Oregon’s six most populous cities.
Overall, Oregon’s most populated cities have experienced an almost 11 percent decrease in violent index
crime from 2022 to 2023. This is compared to the nearly 12 percent increase from 2020 to 2021

, and the
9 percent decrease from 2021 to 2022.

Each city listed saw a decrease in violent index crime, apart from
Bend, which saw an increase in this area from 2022 to 2023. Overall, property index crime decreased at
the same rate as violent index crime, with the most significant reductions occurring in Salem, Eugene, and
Portland. In total, this preliminary data appears to continue the steady year-over-year decreasing trend in
property crimes stretching back several decades across the state.

Regional and National Context
Table 2 reports the Preliminary 2023 UCR data for Western states for January through December of 2022
and 2023. While rates for Oregon’s cities with a population of 100,000 or higher were reported
previously, in Table 2 comparisons are made using the sum of data in all reporting cities for each state
during each period. While there is a high degree of inconsistency in some of this data due to a lack of
representation in states such as Alaska and Montana, the data provided show varying patterns for violent
and property crime trends across the Western states.
As shown in Table 2, violent crime decreased in most of the Western states between 2022 and 2023, with
the largest decreases occurring in New Mexico, Nevada, and Oregon. Rates of property crime also
decreased in the majority of Western states, with Montana and Utah showing the largest decreases
though notably Montana had particular reporting concerns with only one large city reporting for 2023.
While it is difficult to make direct comparisons due to reporting concerns, Oregon and Nevada showed
similar rates of change for violent index crime between 2022 and 2023, reporting 10.6 and 11.4 percent
declines respectively. Oregon and Washington showed similar reductions in property crime, reporting
10.6 and 9.9 percent decreases respectively.

Finally, Table 3 uses the Preliminary 2023 UCR data to look at the change in violent and property crime
rates as reported to law enforcement agencies from 2022 to 2023 for all reporting cities with a population
of over 500,000 individuals. These numbers are compared to the six reporting cities from Oregon, each of
which has a population of over 100,000 individuals. For the largest cities that reported data during this
period, there are varying patterns for violent and property crime trends.
Regarding violent crime, Oregon’s reporting cities generally reflected the downward trends of other major
cities within the United States. Of Oregon’s reporting cities, Bend was the only city to report an increase
in violent crime while Eugene showed the greatest decrease with a 17.4 percent drop. Other major cities
showed more significant rates of change than Oregon’s six reporting cities, such as Washington D.C.
(40.8 percent increase) and San Antonio, Texas (21.8 percent decrease). While the US major cities
outside of Oregon largely showed middling rates of change in regards to property crime, Oregon’s six
reporting cities all saw reported property crime decrease from 2022 to 2023. The Oregon cities which saw
the largest decreases in property crime during this time period were Salem (15.4 percent decrease) and
Eugene (14.7 percent decrease.). Across all major reporting cities, the former is most comparable to
Albuquerque, New Mexico (15.2 percent decrease) with the latter also comparable to Phoenix, Arizona
(13.2 percent decrease).
