The vision of the Building Owners and Managers Association of British
Columbia is to be recognized as the principal voice, through leadership and
advocacy, for the commercial real estate industry.

Provide enhanced services to all members throughout the province.
Raise the public profile of BOMA BC and its membership through

Founded 1911 BOMA Celebrates 100 Years!
2011
WAS A MILESTONE YEAR for BOMA British Columbia as we
celebrated at our fantastic gala event, a century of BOMA being the
voice of the BC commercial real estate industry. This milestone
speaks to the strength and durability of the Association. It also allows us to reflect on
the numerous members, sponsors, volunteers and staff who have made BOMA BC
the organization it is today.
For commercial real estate, 2011 was a productive yet challenging year. A global
economic climate with European debt crisis, uncertainty in the USA and political
tensions everywhere caused many industries to re-evaluate their businesses with
some economic sectors performing remarkably well. For BOMA corporate members,
many commenced exciting new lines of business, expansions or new developments
while others had to continue the status quo or downsize until economic recovery.
BOMA BC had a very ambitious business plan for 2011. Some highlights…
Taxes BOMAs advocacy efforts have resulted in tremendous success for fairer
property taxes and continuing efforts to correct unfair transit taxes.
Energy BOMA, through its BOMA BESt program and in partnership with BC
Hydro, has had a huge impact on energy reduction for commercial and, new in
2011, multi-unit residential buildings. BOMA proposed a plan to do more
through its WorkGreen BC initiative.
Education A new course on the BC Commercial Tenancy Act was
implemented for BOMA members. Our award winning e-EnergyTraining
program saw its first graduates from other parts of Canada.
Networking
BOMA enhanced the opportunities for members to develop
personal and business relationships by introducing a BOMA Ski Day at Whistler;
hosting a joint City of Surrey Industry Reception; sponsoring a BCIT student
outreach reception; and re-locating the ever-popular BOMA Golf Classic to
beautiful Swan-e-Set Bay Resort Golf & Country Club in Pitt Meadows
.
Services To streamline BOMA office operations, a new custom built
technology system was put in place. Using cutting-edge computing features,
BOMA now has an effective web-based system to manage our member database,
communications, event registrations and fee payments all aligned with our
financial management program.

WAS ANOTHER GOOD YEAR for BOMA in Greater Victoria with the
continuation of professional and networking events, including:
Building Tour of the new Patient Care Centre at the Royal Jubilee Hospital this
500 bed facility replaces several old units on the hospital campus and, in 2010, won an
international award for best public-private finance project.
Lunch & Learn given by Canpro Training Resources Inc. on safe working practices in
confined spaces.
Luncheon Robert Broe, P.Eng., from SNC-Lavalin Inc., gave a presentation on the
proposed Victoria Regional Transit Project, which may bring light rail to the Capital
Regional District.
Annual Golf Tournament held on a fabulous warm day in July at Highland Pacific
Golf. It was again very well attended and attracted three Gold Sponsors Paladin Security,
Morguard Investments and Standard Life. The H
ELP FILL A DREAM FOUNDATION for
children with life-threatening illnesses was presented with a cheque for $3,000.00 thanks
to proceeds from the tournament
Luncheon Lorina Keery, BOMA BC’s Environmental Manager, gave an illuminating
presentation on implementing energy efficiency projects.
Christmas Luncheon held at Delta Ocean Pointe and raised $3,000 for the M

SEED CHURCH AND FOOD BANK; see photo of cheque presentation (below). The Chapter was
pleased to host Colin Murray, President of BOMA BC, at this event.

BOMA
REPORTED MANY ACCOMPLISHMENTS in 2011 and did so within
the approved budget. A surplus of $110,459 was reported by the Auditor
with net revenue at $654,838 and $554,379 in expenses. BOMA BC net assets
increased from $932,494 in 2010 to $1,042,953 in 2011. This includes the Operating
Account as well as the General Reserve Fund of $267,475; Advocacy Fund of
$75,000; and Special Initiatives Fund of $50,000. BOMA continues to meet its
obligations under the Society Act and provides member services while maintaining
a healthy financial position.

W
INNING A BOMA AWARD is a tremendous opportunity for our members

(recognizing environmentally friendly buildings), to the Supplier /

BOMA BESt
The BOMA BESt program is an effective tool that
facilitates the continuous improvement of building
performance and operation. In 2011, over 1400
buildings across Canada were BOMA BESt certified
with over 200 of those certifications located in BC.
A BOMA BESt Annual Report for BC was released
for the first time which showed some interesting
findings for buildings certified in BC. It showed that
BOMA BESt buildings perform 16% better in terms
of energy intensity than the provincial average.
When comparing carbon dioxide emissions from
BOMA BESt buildings with the provincial average,
BOMA BESt buildings showed they are emitting
22% less carbon dioxide per square foot annually.
The second building to reach Level 4 certification
was 3383 Gilmore Way. Located in Burnaby and
managed by Morguard Investments Ltd., this
building scored very high in all six categories
(energy, water, waste reduction, site enhance-
ment, emissions and effluents management,
indoor environment and environmental manage-
ment system) that are assessed by the BOMA
BESt program. To achieve this certification, indi-
cates very efficient performance of that building.
At the beginning of 2011, Simon Fraser University
committed to certifying their entire Burnaby cam-
pus using the BOMA BESt standard. They were the
first university campus in BC to implement a green
building standard across the whole campus.
Twenty-three of their buildings received BOMA
BESt certifications and achieved Levels 1 to 3.
At the end of 2011 BOMA Canada piloted a brand
new Multi-Unit Residential Building (MURB)
assessment module. Three buildings from BC par-
ticipated: Shangri

HAS BEEN COMMERCIAL REAL ESTATE’s leading advocate and
catalyst for change on all issues affecting the existing building industry
since 1911. BOMA speaks to proposed legislation, regulation, codes and policy at the
provincial, regional and local level.
Taxation
THE BOMA TAXATION COMMITTEE had another busy year of lobbying and
strategizing over taxation policy. Our endeavors have been as follows…
V
ANCOUVER CITY TAX SHIFT The City of Vancouver Council is promising one
last year of tax shifting per the promises made to BOMA in the Fall 2011 election.
Unfortunately the shift this year will be a mere 0.25%. Regardless, substantial
progress has been made in the past six years with every commercial property tax bill
in the city being some 10% less than it would have been had we not succeeded in
this advocacy effort. BOMA has been a leader in one of the most successful tax
lobbying efforts in Canadian history. We will continue to work with the city on this
issue as there is still no method in the ‘system’ to automatically shift taxes between
the rate classes to account for the continued change in the development of the city.

REEN BUILDINGS Property Assessments on green buildings are typically higher
as they often attract lower cap rates and higher net rents due to lower operating
costs. Higher assessments lead to excess taxes on this sector of the market. BOMA in
conjunction with UDI have been developing a formula to provide tax relief for
BOMA BESt certified buildings through a reduction in the school tax mill rate for
qualified buildings.

ARKING SALES TAX BOMA has been monitoring Metro Vancouver’s TransLink
transportation revenue plans since the large increase in the previous year. TransLink
is considering increasing parking tax from 21% to 35%... plus HST or GST. BOMA
has provided recommendations that advocate fairness for broadly based revenue
options in the sharing of the transit tax burden and spoke out against the outrageous
unfair proposal that extracts large amounts from few tax payers.
L
AND AVERAGING Vancouver City Council again passed a bylaw approving
three year land averaging. The effect of the bylaw is an artificial distribution of taxes
depending on the rate on land value change under the property. BOMA has been
against this policy for a decade and successfully obtained an amendment to the bylaw
directing staff to work with the Vancouver Fair Tax Coalition to document and
explore the alternative to this policy that has been in effect since 1992.
HST BOMA researched the pros and cons of the HST consumption tax, and
provided extensive information to help the membership make informed decisions
leading up to the 2011 HST referendum.
Taxation continues to be an issue of rising concern throughout the province, as all
levels of government look to bolster their revenue. BOMA will continue to be at the
forefront of all major taxation challenges.

safety to BOMA members with a focus
on prevention. The Committee
monitors policy changes as they pertain
to property owners and managers from
WorkSafeBC, BC Safety Authority,
Public Health, Canadian Safety
Association, Employers Forum and
Employers Advisors.
Currently under consideration by
WorkSafeBC is the requirement of
recertification of permanent roof top
anchors by a professional engineer.
The Committee is observing and will
continue to monitor and report any
changes to this policy as they occur.

Green Buildings Foundation

HE
GREEN BUILDINGS FOUNDATION (GBF) was established in 2006 by
BOMA to help transform the existing buildings market towards greater energy
efficiency and environmental responsibility. The GBF serves as a portal for
information exchange, training, research and benchmarking of environmental
building management practices.
The primary activity of GBF in 2011 was to assist BOMA in developing and
promoting the proposed WorkGreen BC initiative. Without significant funding
support to move forward on critical energy and environmental initiatives, the
Foundation is limited in the grants and research it can currently offer. A full review
of the long term viability of the organization will occur in 2012.

IN 2011 THE COMMITTEE MET TWICE to discuss topics that would provide
assistance and advice to BOMA BC and its members. Most of the focus was on
energy efficiency and also on the BOMA BESt program as it further evolves. This
included providing input to BOMA Canada on how the program could be improved.
Also discussed was a BOMA BESt pilot for multi-residential buildings.
Energy benchmarking of energy use, water use and carbon credits were discussed.
There still seems to be some uncertainty in proposed protocols regarding how carbon
credits will be tracked and traded. The Climate Action Secretariat is currently
developing this and BOMA did have some limited input. It is important for building
owners that this be as simple as possible.
The City of Vancouver plans to require energy use reductions in existing buildings
as part of its Green City Action Plan. We will be suggesting that the City instead
consider supporting BOMA BESt to accomplish their objectives.

Energy and Environmental Manager Message
BC Hydro Partnership
I
N THE SUMMER OF 2009, BOMA BC, BC Hydro and
the Ministry of Energy and Mines signed an Energy
Conservation and Greenhouse Gas Reduction MOU,
which committed BOMA to help its members take bold
actions to reduce energy consumption and GHG emissions in
their commercial buildings. Since that time, Lorina Keery,
BOMAs Energy and Environmental Manager, continues to
work actively with BOMA members to
assist them implement energy efficient
upgrades and programs.
BOMA members are seeing the
value of implementing energy
efficiency upgrades and the assistance
Lorina provides has increased the
uptake for energy efficiency activity.
The chart below shows the actual
dollars and cents that BOMA members
have and will save by implementing
energy retrofits. Total energy savings
from this program amounts 2.7 GWh.
This is the equivalent of powering 270
homes for an entire year!

Emergency Response

LANNING FOR MAJOR EMERGENCIES and keeping
members informed are the goals of this committee. They
help the industry prepare and respond to a variety of
emergencies, and coordinate with local, regional, and
provincial emergency response resources.
The committee met with E-COMM (911) to discuss the
overall emergency plans for the City of Vancouver. The group is
formulating plans to incorporate a link on the BOMA BC
website where BOMA members will be able to input their
emergency contact information online. E-COMM would like to
be able to reach out to a single point of contact within BOMA
member companies, in the event of a major disaster. The
committee is also working on a project related to communi-
cating during a major event using social networking.

NGAGING OUR NEWEST MEMBERS and
introducing them to the association continued to be high
priority in 2011. Members of the Contact Committee
played a vital role by meeting with them at their first BOMA
Luncheon to make them feel welcome and answer their
questions. This committee also kept a tab on how well the
luncheons function.

Christmas Cheer

WELCOMED ANOTHER SELL OUT CROWD of over 700 people at
the Hyatt Regency on December 8th. Our theme of D
AYS OF CHRISTMAS
PAST was sprinkled throughout the reception and luncheon, where we had the
talented Soul Swing Orchestra play festive songs. Our amazing volunteers were
dressed in turn of the century costumes selling raffle tickets to our guests.
Some of the raffle prizes included an HD PVR digital recording box, Spa Utopia
package and trips to Big White Ski Resort, Tigh Na Mara Beach Resort and Painter’s
Lodge, a $2,000 travel voucher, and TWO 50" HD TVs.
We were astonished yet again at the number of food and toy donations we
received. We also collected Christmas tree ornaments and BOMA purchased two
pre-lit trees. The trees and ornaments were packed up and given to two families
chosen by the Salvation Army in addition to food hampers the Association provided.
Partial proceeds from prize ticket sales went to Vancouver Resource Society who
provide innovative opportunities for persons with disabilities to maximize their
independence and inclusion in the community.

BC hit the slopes for its first
annual ski day. Members enjoyed
specialty coffees sponsored by Halsall
Associates as they were able to network
on the scenic trip on the Sea to Sky
highway up to Whistler Blackcomb.
Once there they tore up the fresh
powder on skis and snowboards. After a
full day in a winter wonderland, guests
enjoyed dinner at Pepe and Gringo’s in
Squamish before the bus ride back.

UGUST 17TH
was a warm, sun-filled day where two hundred and eighty-eight
golfers made their way out to Pitt Meadows to our new golf venue, Swan-e-Set
Bay Resort Golf & Country Club for another sold out BOMA Golf Classic
.
Each golfer received an Ogio laptop bag as a special gift. After networking, lunch and
a full afternoon of golf, members were ready for the huge buffet dinner. That was
followed by fantastic door prize giveaways, including a Weber BBQ, two iPads, a
home theatre system and a grand prize trip to the MGM Grand in Las Vegas.

HE BOMA BC SCHOLARSHIP and bursary fund was
established in 1996 to assist new professionals into our
industry as a legacy for BOMA. Today, the BOMA
Education Foundation is in excess of $200,000 thanks to
matching funds by the BC government. The endowment
provides annual donations to BCIT and SFU real estate
program students.

The Vancouver Resource Society is an accredited non-
profit organization providing accessible housing with support
services to people with disabilities. They develop innovative
housing programs that allow their clients the opportunity to
integrate and live independently in the community.
Habitat for Humanity Greater Vancouver Through
volunteer labour and donations of money and materials,
Habitat for Humanity works with partner families to build
simple, decent housing. Habitat for Humanity Greater
Vancouver is one of 72 Habitat for Humanity affiliates across
Canada and among more than 3,000 affiliates world-wide.
BOMA e-EnergyTraining
A
FTER BEING LAUNCHED NATIONALLY IN 2010,
the BOMA e-EnergyTraining for Building Operations
program continued to be administered across Canada
by all BOMA locals.
BOMA e-EnergyTraining teaches building operations
personnel how to easily identify energy reduction
opportunities and better understand basic energy principals.
Building Operators also learn to develop strategies to
encourage stakeholders to save energy. It has become a
popular course as it can be taken online where students can
learn at their own pace and convenience.

HE EDUCATION COMMITTEE is responsible for
brainstorming and planning seminars and workshops.
They ensure that members’ continuing education needs
are being met, with a focus on identifying and prioritizing
urgent topics.
On occasion they also coordinate sessions to facilitate
discussion between BOMA representatives and authorities.

ANCOUVER and, after 21 years, this
conference has grown and continues to be the industrys leading
event for Property Management, Construction and Interior
Design. It was held again at the newest part of the Vancouver
Convention Centre (West Building) which allowed for a much
larger event, resulting in a record attendance of 12,796 industry
professionals crossing the exhibit floor 4% more than in 2010.
The show provides strategies and solutions for managing and
operating all types of buildings. There were almost 100 more
exhibiting companies in 2011, which included products,
technologies, services and solutions for the management,
operations, maintenance and retrofit of buildings. BOMA also

BOMA BC 100 Years Strong
A
N OCCASION AS MOMENTOUS as a 100th
birthday celebration required exceptional plans. The
launch, which occurred at BUILDEX, was marked by
the viewing of a video that gives a humorous look at what the
industry would’ve been like at the turn of the century.
Commemorative artwork by local artist Barb Wood was also
unveiled, and later given as a prize at the March luncheon.
On the evening of October 20th, our Centennial Gala was
held at the Fairmont Hotel Vancouver. BOMA members and
other distinguished guests from the industry came together
to celebrate.
A grand night was had by all, as Red Robinson took
everyone on an entertaining journey through BOMAs first
100 years. Congratulatory video messages from the Hon.
Christy Clark, Premier of British Columbia, and from BOMA
Internationals President were viewed. A special ceremony
recognized our leaders the Past Presidents in attendance
were presented with a medallion pin to honour their
contributions. We were pleased to present Rod Nicolls, the
grandson of BOMA BC’s very first President, JP Nicolls, with
a medallion on behalf of his grandfather. After fine dining
and formalities, The Timebenders played hits from the past
and had people dancing until the last song.
Several members came together to make the gala evening a
tremendous success. We couldn’t have done it without you…
